Training and Organizational Development
The Training and Organizational Development (TOD) division within Durham County Government’s Human Resources Department plays a critical role in cultivating a skilled, resilient, and engaged workforce aligned with the County’s strategic goals. Through its mission-driven programming, TOD supports the professional growth of employees and strengthens organizational capacity in the following key areas:

Additionally, TOD administers the Launching Emerging Employees Program (LEEP) and LEEP II internship programs, which focus on workforce pipeline development and early career readiness.
