What We Do

Benefits Division – Durham County Government


The Benefits Division of Durham County Government is committed to delivering exceptional, cost-effective, and employee-centered benefit programs that promote the health, financial security, and overall well-being of our workforce. As a trusted resource, the division manages comprehensive benefits and provides ongoing support to employees throughout all stages of their employment and into retirement.


Core Services and Responsibilities:

  • Administers Comprehensive Benefit Programs: The division oversees a broad range of benefits, including medical, dental, vision, life insurance, disability, flexible spending accounts (FSAs), and voluntary benefits. These offerings are managed in accordance with established contracts, policies, and procedures to ensure consistency and compliance.
  • Supports Enrollment & Eligibility: The team guides employees through benefits enrollment, mid-year changes, and eligibility requirements, ensuring accurate, timely coverage and a seamless experience for all participants.
  • Guides Retirement & Leave Benefits: Benefits staff provide education and one-on-one support related to retirement plans, deferred compensation options, and County leave programs such as FMLA, parental leave, and disability. The team also manages and advises on broader County leave policies to ensure fair and consistent administration.
  • Leads Employee Education & Outreach: The division hosts a robust calendar of virtual and in-person sessions, including new hire orientations, open enrollment webinars, and department-specific briefings. These efforts are designed to keep employees informed, engaged, and empowered to make the best choices for their personal and family needs.
  • Engages in Continuous Communication: Through intranet updates, FAQs, benefit guides, and countywide communications, the division ensures employees and retirees stay informed about benefit options, changes, and available resources.
  • Manages Cost Center Accounting & Financial Analysis: The division implements the Cost Center Accounting process and provides critical cost analysis to support annual budget preparation and evaluation of the County’s Health Fund. It also supplies data to County departments for Benefit Fund 150 to aid in retiree benefit budgeting and liability assessments.
  • Oversees System Integrity & Records: The division regularly updates and tests the HR system’s Benefits Module to ensure accurate data processing. It also maintains complete and confidential employee records in both electronic and paper formats.
  • Coordinates Annual Open Enrollment: The team plans and supervises the processing of all required documentation during the annual Open Enrollment period, ensuring a smooth and efficient process.
  • Supports Performance and Workplace Well-being: In alignment with broader HR initiatives, the division promotes programs that encourage a positive, conflict-free work environment and supports performance management activities where appropriate.

The Benefits Division plays a vital role in supporting Durham County’s mission by enhancing the employee experience, ensuring compliance, and helping to create a healthy and resilient workforce.
