Post Arrest Diversion Program

Diversion Programs

Durham County Justice Services Department offers diversion programming to minimize the impact of legal system involvement for individuals. By diverting participants to therapeutic and educational programming they can avoid many of the collateral consequences of an arrest or criminal conviction. The Diversion Coordinator works with each participant to develop a plan to best meet their needs and offer support and accountability.

Post Arrest Diversion Program (PAD)

The Durham County Post-Arrest Diversion (PAD) Program, is a joint initiative of the Durham District Attorney’s Office and JSD, and assists individuals charged with lower-level felonies.

  • All referrals to PAD come directly from the Durham District Attorney Office following an agreement with Defense Attorney and client involved with the case.
  • PAD participants must complete a needs assessment intake, after which they are assigned to an appropriate community-based program to be completed within 4-12 months.
  • Once a participant has successfully exited the program, the Diversion Coordinator notifies the District Attorney’s Office, and the prearranged agreement for the case is enacted.
  • The PAD program is offered at no cost to participants or their families.
