Collaborative Community Outreach
The Durham County Office of Emergency Services actively engages with the community through its Collaborative Community Outreach initiatives. Our team participates in a variety of community events and educational appearances to foster awareness, build partnerships, and promote safety. By working closely with local residents, organizations, and schools, we strive to ensure that everyone is informed and prepared for emergencies. Together, we work to strengthen the connection between our teams and the public, ensuring that we are all ready to respond and recover in times of need.
Step One Initiative
OES provides training on Stop-the-Bleed, Hands Only CPR and disaster preparedness to various community groups on a quarterly basis.
This is part of a collaborative effort between:
- OES
- Durham Fire Department
- Duke University Hospital
- Central Carolina Healthcare Preparedness Coalition
Lifesaving Skills: Hands-Only CPR, Automated External Defibrillator, Stop the Bleed, Basic First Aid
Like the Step One Initiative, OES team members work to provide community groups, businesses, and individuals training in various topics related to life-saving skills. While we may not be able to accommodate all requests, we will make every effort to assist in finding alternate resources.

Career Fairs
OES participates in career fairs held in middle schools, high schools, community colleges, and universities to explain to students and prospective employees what the OES is and what our team members do.
We provide career information on Emergency Management (EM), Emergency Medical Services (EMS), Fire Prevention & Life Safety (FM), and Business Operations (human resources, finance, fleet, and logistics) and answer questions about our work and role in the community. These are also great opportunities to inform graduating students about Durham County Government as a prospective employer.
We have participated regularly in:
- The City of Medicine Academy Annual Career Fair
- Durham Technical Community College’s Career Open House
- Durham Public Schools Acceler8 program for eighth grade students
- As well as events held at Western Carolina University and others
School Safety Summit
Members of OES’s Emergency Management and Fire Prevention & Education teams serve on a panel alongside the Durham County Sheriff’s Office, the Durham Police Department and Durham Public Schools representatives for a back-to-school event to engage in dialogue and answer community questions about school safety and security.
North Carolina Emergency Management Experience (formerly HERricane)
A week-long, immersive summer camp experience that teaches high-school aged girls about emergency management and public safety. The camp is hosted through a collaboration between NCEM, and Emergency Management agencies in Wake, Orange and Durham Counties.
Durham Bulls Public Safety Night Out
An annual event hosted in collaboration with public safety partners in Durham that provides the opportunity to engage and share information with our community about disaster preparedness and response.
Treats and Fleets
An annual ‘trunk-or-treat’ event hosted in collaboration of Public Safety Partners in Durham. Representatives from different agencies arrive in their response vehicles and uniforms and hand out candy to children in Halloween costumes.
This event ensures a safe trick-or-treating experience for the children in our community, and also helps to expose them to our first responders in a way that establishes trust and rapport.
Touch A Truck Event
Our EMS team visit schools, agencies, and companies who request our presence at their events to showcase our vehicles and tools of the trade. These events provide us with a great opportunity to educate attendees about Emergency Medical Services (EMS) and our role in the community.
