What We Do
The Department of General Services ensures that all County facilities and properties are maintained and operated in a safe and proper manner.
This Department provides a variety of services including:
- Administration of facility invoicing and accounts payable and contracts
- Building and grounds maintenance for County owned and operated buildings
- Recycling collection for County owned buildings and unincorporated residents
- Operation of three solid waste convenience sites
- Operation of the Durham County Memorial Stadium
- Management of conference rooms rental through Durham County Facility Use Program
- Fleet management for all County-owned vehicles
- Servicing of Durham One Call requests
- Warehousing of County property
- Fabrication, installation, and maintenance of all county road identification signs
- Security for County-owned buildings
- Internal mail/courier services
- Contract administration for janitorial services

Leadership Team
Motiryo Keambiroiro
Director of General Services
Motiryo Keambiroiro (pronounced Mo-tree-o Key-am-bee-row-e-row) joined General Services on January 21, 2010. She holds both Bachelor’s and Master’s degrees in Architecture and has a 50-year career spanning City and County Government, Municipal Utilities, and the Private Sector. Her professional journey includes work in Seattle, WA; Everett, WA; Richton Park, IL; Chicago, IL; Maywood, IL; Albuquerque, NM; Manhattan, KS; and Washington, DC.
Chrystal Thomas
Deputy Director of General Services
Chrystal Thomas has served Durham County since October 2000. She is an Army Veteran and has a Bachelor's degree in Business Administration from Virginia Union University and Master's Degree in Business Administration with a concentration in Accounting from the University of Phoenix. She loves soccer and travelling to domestic and foreign destinations.
Shawn Swiatocha
Assistant Director of Building Operation
(Electrical, HVAC, and Building Maintenance)
Shawn joined the General Services team in 2011. He is a retired veteran with 32 years of service and over 25 years in Facility Maintenance and Commercial Construction. Shawn was a Superintendent for a local general contractor, before coming to Durham County. Shawn has Associate degrees in Civil Engineering Technology and Construction Technology. He is also a Certified Facility Manager (CFM) through the International Facility Management Association (IFMA).
Shawn Davis
Assistant Director of Environmental Maintenance
(PM/Plumbing, Grounds/Sign Shop, and Janitorial Services)
Shawn Davis began his career with Durham County in 1999 as a contractor for the Triangle Wastewater Treatment Plant. In 2009 he was hired full-time as Operations Maintenance Specialist II. In 2010, he was promoted to Operations Manager. In 2018, he graduated from Durham County Leadership Academy as Class President. In 2023, he was promoted to General Services Assistant Director of Environmental Maintenance.
Chrissie Koroivui
Solid Waste Program Manager
Margret Koroivui, better known as Chrissie, has been with Durham County since 2011. She graduated from NC State with a Bachelor's of Science and Master's of Science in Natural Resources. Chrissie has worked in the solid waste industry for seventeen years.
Isaac Alderman
Security Manager
Isaac Alderman joined Durham County General Services in October 2022 as the Technical Security Specialist, bringing over 20 years of experience in physical and electronic security, risk assessment, and organizational leadership. Isaac holds an Associate and Bachelor's degree in digital Cinematography. He is also an Axis Certified Professional, with advanced proficiency in network video technologies. In December 2023, Isaac was promoted to the role of Durham County Security Manager where he leads the county's security operations.
