Work Program Amendments
Following the adoption of the Durham County Transit Annual Work Program (“Work Program”), project sponsors and/or Durham County Transit lead agency staff may need to make changes, referred to as amendments, to the scope or budget of the Work Program.
The Staff Working Group Administrator develops an annual Work Program Amendment Schedule that establishes the amendment request submission deadlines and public review periods for the upcoming fiscal year. There are three amendment cycles each fiscal year, which occurs in the 2nd, 3rd, and 4th quarters.
NOTICE: The Public Comment Period for 2nd Quarter Amendments to the FY2027 Durham Transit Work Program is now open. Public comments will be received from September 17, 2026 – October 8, 2026.
The Durham County Staff Working Group Administrator received seven (7) amendment requests for consideration in the FY227 2nd Quarter amendment cycle. Per the Durham County Transit Work Plan Amendment Policy, a review period of no less than 21 days is required for Major amendments.
The requested amendments are summarized below:
City of Durham
- GoDurham 2-Year Service Plan - This project will complete service planning for operating projects identified in the 2023 Durham County Transit Plan that have not yet been implemented, and service planning for other routes to meet GoDurham service standards. The GoDurham 2-Year Plan will identify service changes that can be implemented in FY28-29 ahead of the Durham Transit Plan Update.
FY27 Budget Impact: Increases by $175,000
- Bus Charging Equipment Installation - This project amendment is to install the six (6) charging stations purchased by the Transit Plan.
FY27 Budget Impact: Increases by $1,438,969
- Durham Station Improvements – This request is for the fabrication and installation of signage at the Durham Station facility including wayfinding signage, building identification signage, dimensional letters, totem signage, bus bay identification, digital displays, and overhead directional signage.
FY27 Budget Impact: Increases by $540,000
- GoDurham Repower - This project is to repower (replace engine and transmission) the seven (7) 40' Diesel Gillig buses that the Transit Plan purchased in 2017. Buses are repowered every five (5) years to keep them in a state of good repair. This is the second and final repower for these Transit Plan funded buses.

- NC-54 Bus Lanes Alternatives Analysis – The NC-54 Alternatives Analysis will consider various bus lane and bus priority options in the corridor included in U-5774A-F, which runs from US 15-501 to Interstate 40. It will recommend a preferred alternative to incorporate into that project. The analysis is expected to take 4-6 months to complete. Advancing development of a project on this segment of the NC-54 corridor aligns with the Bus Speed and Reliability Infrastructure element in the Durham Transit Plan. More specifically, it aligns with work done to date on the Durham BRT Vision, which identified this as a major corridor to consider for infrastructure improvements.
The proposed amendment will be cost neutral, as the requested funding will be pulled from the Quick and Reliable Regional Connections Reserve.
FY27 Budget Impact: $0
Durham County
- Durham Transit Plan Update – This amendment would appropriate the $350,000 in funding from the Durham Bus Plan Update project to the Durham Transit Plan Update. The Durham Transit Plan Update would incorporate the scope of the Durham Bus Plan Update into its work. This would allow better alignment between service planning and available resources. This amendment would eliminate the Durham Bus Plan Update as a distinct project
The proposed amendment will be cost neutral, as the existing Durham Bus Plan Update project sponsored by GoTriangle will be closed and the funding will be reallocated to the existing Durham Transit Plan Update project budget.
FY27 Budget Impact: $0
- I-885 Rapid Alternatives Analysis Study - NCDOT Project U-5934 on I-885 overlaps with a key corridor identified in the BRT Vision Plan for higher-level transit investment. This presents an opportunity to incorporate key transit components into the corridor. Durham County proposes launching a study to review and assess potential options for transit accessing on/off this corridor to RTP and the Triangle Mobility Hub. These findings can then inform the NCDOT project overlapping with the corridor. The study will aim to identify feasible transit improvements to be included in the funded NCDOT I-885 highway improvement project.
The proposed amendment will be cost neutral, as the requested funding will be pulled from the Quick and Reliable Regional Connections Reserve.
