New Property Value Notices Will Be Mailed to Durham County Property Owners This Week

Reappraised values indicate a rapidly growing real estate market
February 26, 2025

Durham, N.C. - Durham County will mail out Reappraisal Notices to all property owners beginning Friday, February 28, 2025. Following a two-year process which included appraisal of more than 100,000 parcels of land, homeowners and commercial property owners will see new values set by Durham County Tax Administration.

Durham County Tax Administrator Keyar Doyle says the County has seen historic growth since the last reappraisal completed in 2019. "State law mandates that all real property is reassessed at least once every 8 years. In 2022, Durham County Commissioners voted to conduct a 2025 Reappraisal, and adopted a continuous 4-year cycle moving forward."

He continued, "Durham County's population now exceeds 330,000 residents with more than 126,000 parcels of land. This rapid population growth has influenced the increase in housing demand in both urban and rural markets. Reappraisal values are a direct reflection of the current local real estate market, and that market has increased in a manner not seen in Durham County before," he concluded.

Once owners receive their 2025 Reappraisal Notice, they are encouraged to visit the Tax Administration website at www.dconc.gov/tax to review the values, compare them with sales they have observed in their markets, and verify that their property listing is accurate.

The appeal module will open for 2025 appeals on Monday, March 3.

Taxpayers should note the following steps to the appeal process if a property owner disagrees with the assessed value:

Review - Review the information on file for your property and report any outdate/incorrect information to the tax office.

Compare - Compare your property value with the sale prices of similar properties using our free online service (COMPER), or other real estate websites available to you.

Appeal - If all information is up to date and you still disagree with the assessed value, you can file an appeal with the Board of Equalization and Review (BOER) and schedule a hearing. After the BOER hears your appeal, you will receive a written notification of your property value in the mail. The BOER convenes on May 5 and Adjourns on June 16.

Beginning Monday, March 17, 2025, the Tax Administration will hold 2025 Durham County Reappraisal Informational Meetings at various Durham County Government buildings. These meetings are being offered as an opportunity to meet individually with a tax office appraiser to learn more about the reappraisal and appeals processes.
