Board of County Commissioners Regular Session Highlights from October 13,2025

Durham, N.C. – The Durham Board of County Commissioners (BOCC) met on Monday, October 13, 2025, in Regular Session. Meetings are held in person with a hybrid option, inside the BOCC Chambers, located at 200 E. Main Street on the second floor.

A Closed Session pursuant to G.S. 143-318.11(a)(6) was held at 5:30pm.

Chair Nida Allam called the  regular meeting to order at 7:00pm.

All attendees were led by Commissioner Burton in reciting the Pledge of Allegiance.

Agenda Adjustments: The Board made no adjustments to the agenda.

  1. Early Voting for the Municipal General Election Oct. 16 to Nov. 1 - Early Voting for the 2025 Municipal General Election runs from Thursday, Oct. 16 through Saturday, Nov. 1. There are five early voting locations - North Regional, East Regional, South Regional, NCCU Turner Law Building, and the Durham County Board of Elections main office at 3825 S. Roxboro Street.   2. Kids Voting Durham Candidate Forum - Ever wonder what Durham would be like if youth under 18 had a voice or how much more engaging and interesting a Candidate Forum could be if it was run entirely by young people themselves? Find out by coming to the all youth-led Kids Voting Durham Youth Candidate Forum on Thursday, October 16 from 6-8:30 p.m. at Hillside High School, meet the candidates that want to be Durham’s Mayor & City Council, and find out how fun and interesting a candidate forum can actually be! There will be food & prize drawings for gift cards from local businesses! All are welcome, but only youth get to ask questions and interact with the candidates.   3. County Seeks Input on New BRT Vision Plan - Durham County is developing a Bus Rapid Transit (BRT) Vision Plan to examine corridor improvements and service investments for a network of high-capacity transit services in Durham County. The Transportation Department is looking for community input to ensure it reflects local priorities.   4. Code Connect - Technical Presentation on New UDO - Join Code Studio, the technical consultant team for the New UDO project, and Durham Planning & Development Department staff for a presentation of the proposed Module 3 content on Environmental Protection, Subdivisions, and Infrastructure.   5. DCSO Resident Survey - The Durham County Sheriff’s Office has launched an online survey to allow Durham County residents to provide constructive feedback to the office. The completion of this survey will help the Sheriff’s Office meet the Advanced Law Enforcement Standard of the Commission on Accreditation for Law Enforcement Agencies (CALEA). The survey is available at https://forms.gle/448SGCUhbSzk9Hi66 until the deadline on Wednesday, October 22.
  6. DCo Department of Public Health Presents: Overdose Response - Overdose Response Webinar hosted by the Department of Public will be held on Thursday, October 16th from 7-7:45pm for youth ages 12-18 and their parents/caregivers. This webinar will introduce strategies for keeping teens safe when they encounter drugs and learn how to respond if someone overdoses. Recognition – Recognition of Brad Caison as Durham County’s HIV Navigator and Bridget Nelson as Durham County’s New Adverse Childhood Experiences (ACEs) and Resilience Coordinator - The Board recognized Brad Caison as Durham County’s HIV Navigator and Bridget Nelson as Durham County’s new Adverse Childhood Experiences (ACEs) and Resilience Coordinator.  Public Health Director Dr. Rodney Jenkins introduced the new employees.
  2. Proclamation – Domestic Violence Awareness Month 2025 - The Board proclaimed October as Domestic Violence Awareness Month. Read the proclamation here.

25-0513- Approve Budget Ordinance Amendment No. 26OPA002 for the Opioid Fund to Reallocate $20,373 of Previously Approved Opioid Settlement Funds from the Syringe Project Strategy to the Naloxone Project Strategy.

25-0514- Approval to Extend the Existing Interlocal Cooperation Agreement with the City of Durham to Contract for a Joint Crisis Communications Plan to December 31, 2026

Adjournment: The Board adjourned the meeting at  8:18pm
