Board of County Commissioners Regular Session Highlights from June 23, 2025

Durham, N.C. – The Durham Board of County Commissioners (BOCC) met on Monday, June 23, 2025, in Regular Session. Meetings are held in person with a hybrid option, inside the BOCC Chambers, located at 200 E. Main Street on the second floor.

 

Closed Session: The Board adjourned into Closed Session pursuant to G.S. 143-318.11(a)(5) and G.S. 143-318.11(a)(3).

 

Chair Nida Allam called the meeting to order.

 

All attendees were led by Commissioner Valentine to recite the Pledge of Allegiance.

 

The board approved an excused absence for Commissioner Jacobs.

 

Agenda Adjustments: The Board made no adjustments to the agenda.

 

Announcements: Monica Wallace, Clerk to the Board, read the announcements.

  1. Convenience Sites to Close June 27 - All Durham County Convenience Sites will close for staff training on Friday, June 27. The Parkwood and Northern sites will reopen on Saturday, June 28 with normal hours. A reminder that the Redwood site remains closed for construction work until July 7.   2. DCo Does Pride on June 28 - Join the Durham County Department of Public Health and Fast Track Cities Durham for the inaugural DCo Does PRIDE event on Saturday, June 28 from 11 a.m. to 3 p.m. This event, held at the Durham County Human Services Building at 414 E. Main Street, will bring local resources and vendors together, along with food trucks and entertainment, for an opportunity for residents to learn more about programs and services available as an indoor fair meets outdoor entertainment.
  3. Durham Cultural Roadmap Sessions - The City of Durham and Durham County are collecting feedback on the Durham Cultural Roadmap - a plan that will guide future arts and cultural programming and investment. Every Monday through July 21, we are holding an online session for everyone to share ideas and hopes. Visit www.CreativeDurham.org/FocusGroup for more information and Zoom links.   4. Strategies to Prevent Overdose - Join the Durham County Department of Public Health for its Together in Faith & Hope: Strategies to Prevent Overdose from 1 to 5 p.m. at the Human Services Building (414 E. Main Street) on Saturday, June 28. Register at https://tinyurl.com/ykbkkcds.
  5. Meals on Wheels Fan Drive - Help keep Durham’s seniors cool this summer by donating to the Meals on Wheels Durham Box Fan Drive! The goal is 200 fans by June 30. Drop them off between 7:30 a.m. and 3 p.m. at MOWD office at 2522 Ross Road, Monday through Friday. 25-0323 - Approval to Enter into a Contract to Purchase Paving, Striping and Concrete Repair Services from Pinam Construction, Inc. Using Capital Funds Set Aside for the Purpose of Life Cycle Replacement (4190DC074) in the Amount of $154,970.78. The Following Locations will be Repaired with this Contract: Admin 1, Animal Control Office, Animal Shelter, Fire and Rescue 82, Judicial Building Annex, and Justice Center Parking Deck

25-0328 - Approval of Capital Project Amendment No.25CPA043 Transferring $1,124,528.64 of Unspent PAYGO Funding from the completed Detention Center Window Replacement Capital Project (4190DC084) to the Ongoing HVAC Replacement Capital Project (4190DC076) to Cover Unanticipated Steam Boiler Replacement Costs at the Detention Center

25-0335 - Approval of Capital Project Amendment No.25CPA045 Appropriating $3,591,037.18 of PAYGO Funding to the Shoppes of Hope Valley Roofing and HVAC Capital Project (4730DC156), as well as Execution of the Construction Manager @ Risk GMP#4 Contract for the BOE Shoppes of Hope Valley Re-roofing and HVAC improvements Project in the amount of $3,591,037.18 totaling a not to exceed amount of $29,662,622.37

25-0338 - Approval to Enter into a Contract with BFPE International in the amount of $677,361.34 for Phase 3 of the county Lenel S2 Security Upgrade. The County security upgrade will include improvements and security upgrade to the Human Service Building, Main Library, East Library and Southwest Library

25-0339 - Appoint Voting Delegate - 2025 National Association of Counties (NACo) Annual Conference

25-0342 - Approval of Interlocal Agreement with the City of Durham to Support Project BUILD in the amount of $108,208

25-0344 - Adoption of a Revised Resolution to Convey Controlled Access Right-of-Way and Utility Easements to the North Carolina Department of Transportation at US 15-501 (Durham Chapel Hill Blvd) and SR 116 (Garrett Road)

25-0349 - Authorize the County Manager to Execute an Amendment to the Durham County and City of Durham Interlocal Agreement Regarding City-County Strategic Youth Initiatives

25-0347 - Authorize the County Manager to Execute an Amendment to the Durham County and City of Durham Interlocal Agreement Regarding Homeless Services and the Homeless Services Advisory Committee

25-0358 - Approval to enter into a service contract with Buddi US, LLC in the amount of $170,000 to provide Electronic Monitoring services for individuals assigned to Durham County PreTrial Services in FY 25-26

25-0360 - Approval to enter into a service contract with Alliance Health in the amount of $494,000.00 to support the creation of a Forensic Community Support Team Plus (FCST+) to enhance existing community-based services for individuals with serious mental illnesses in Durham

25-0361 - Approval to enter into a service contract with Recovery Innovations, Inc. in the amount of $51,000 to provide after hours and virtual services for individuals with mental health concerns housed in the Durham County Detention Center

25-0362 - Approval of Amended Interlocal Agreement between Durham County and Orange County Related to Durham County administering the billing and collection of the Solid Waste Program Fee for property located within the Town of Chapel Hill but lying within the limits of Durham County

Other Business: Presentation of the Fiscal Year (FY) 2024 Annual Financial Audit and Annual Comprehensive Financial Report (ACFR) and the FY 2024 Annual Single Audit and Compliance Report - The Board received a review of the FY 2024 annual financial audit and ACFR and the FY 2024 single audit and Compliance Report presented by Scott Anderson, Managing Partner for Cherry Bekaert LLP, Durham County’s external auditors for the annual financial audit and single audit.
