Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, August 28, 2023, in Regular Session. Meetings are held in person with a hybrid option, inside the BOCC Chambers, located at 200 E. Main Street on the second floor.

Closed Session: The Board adjourned into Closed Session pursuant to G. S. 143-318.11(a)(6) at 5:00 pm. Upon return, Chair Howerton announced that following annual performance reviews, elected department officials and employees who report to the Board will receive 4% salary increases.

Chair Brenda Howerton called the meeting to order.

All attendees were led by Commissioner Heidi Carter in reciting the Pledge of Allegiance.

Agenda Adjustments: Members discussed postponing the Durham Technical Community College Board appointment, and adding a resolution asking to name a portion of Interstate I-40 and 15-501 in Durham County after longtime Congressman David Price.

DCoDPH COVID-19 Vaccinations - The Durham County Department of Public Health (DCoDPH) advises all Durham County residents to make sure they are up to date on their COVID-19 vaccinations as cases are rising in our community. All approved brands and doses are available for free at the DCoDPH vaccination clinic for all people aged six months or older. Updated, fall boosters are expected to be available by the start of October and will be available at DCoDPH. COVID-19 walk-in vaccination clinic is open at the Durham County Human Services Building, 414 E. Main St., on Mondays, Wednesdays, and Fridays from 9 a.m. to 4 p.m. (Closed 12-1 p.m.).

Youth Ages 15-22 Apply for Changed by Youth Ambassador Program - The Durham Office on Youth is accepting applications for its Changed by Youth Ambassador Program. New ambassadors, ages 15 to 22, will be paid $17.50 an hour for 10-15 hours a month. They will receive racial equity, youth advocacy and facilitation training and other support to make sure they are successful in their projects. Chair Howerton asked that the audience take a moment of silence to reflect on the University of North Carolina at Chapel Hill campus shooting death that took place on Monday afternoon, and the weekend killings in Jacksonville, Florida. She noted that we must continue to work together to prevent such senseless acts of violence.

Resolution - Honoring Phi Beta Sigma Fraternity, Incorporated - The Board issued to issue a resolution honoring the Phi Beta Sigma Fraternity, Incorporated as the organization holds its North Carolina State Conference 23 at Durham Technical Community College on Saturday, September 9th. The theme of the conference is "Empowering Premier Leadership". The meeting is hosted by Durham's Delta Zeta Sigma Chapter, also known as the Bull City Sigmas and President Jason Rutherford. Phi Beta Sigma Fraternity, Incorporated is an international Greek letter fraternity, founded on January 9, 1914, at Howard University, in Washington DC. I. Chair Brenda Howerton has been invited to attend the event and will formally present the approved resolution during the program. Read the resolution here.

Proclamation - Durham Celebrates Recovery - The Board proclaimed the month of September 2023 as National Recovery Month. The Recovery Community of Durham (RCOD) is a non-profit that works to promote recovery from mental and substance use disorders. September is National Recovery Month, celebrating the fact that, despite stigma and negative stereotypes, people do recover and go on to lead meaningful lives, supporting their families and contributing to the larger community. RCOD is sponsoring an event on September 22nd at Durham Central Park that is free, family friendly and open to the public. Inspiring speakers will talk openly about their recovery and the positive changes occurring in their lives. This is a celebration that will include live music and dancing to celebrate the fact that people recover every day, right here in Durham, NC. RCOD provides long-term peer to peer support, information about resources, referrals, job coaching, all at no cost to the people we serve. Read the proclamation here.

Acknowledgement - Recognition of the Durham County Department of Public Health on being "Reaccredited with Honors" by the NC Public Health Accreditation Board - The Board recognized the Durham County Department of Public Health for the achievement of being "Reaccredited with Honors" on May 19, 2023, by the NC Local Health Department Accreditation Board. The North Carolina Local Health Department Accreditation process includes the completion of a Health Department Self-Assessment Instrument (147 Activities) followed by documentation review and Site-Visit. Following the Department's January 25, 2023, site visit, the Site Visit Team Report indicated that all 147 activities were met and recommended "Reaccreditation with Honors" to the NC Local Health Department Accreditation Board. On May 19, 2023, the NC Local Health Department Accreditation Board awarded the Department that accreditation status. Read a description of the recognition here.

The Board approved a resolution to support the nomination of Congressman David Price to have the interchange on Interstate I-40 and 15-501 in Durham County named in his honor.

El RCOD patrocina este 22 de septiembre, un evento gratuito y abierto al público en el que las familias se sientan bienvenidas en el Central Park de Durham. Tendremos invitados que hablarán abiertamente sobre su recuperación y los cambios positivos en sus vidas.
