Durham County Government is made up of over 30 offices, departments, or divisions. The Office of Strategy and Performance is responsible for partnering with these entities to:

What is Strategic Planning? 

Strategic Planning is a continuous journey of deciding what the goals are for an organization and the best path towards achieving those goals. Using strategic planning as a tool, we identify stakeholder priorities, work collaboratively with County departments, and county leadership to develop and implement organizational changes that make service delivery more efficient and innovative. 


What is Performance Management?

Performance Management (PM) is a process used by organizations to track their performance, identify areas of strength and weakness, and make data-driven decisions to improve organizational effectiveness and efficiency over time.

Performance Management typically includes:

  1. Setting Goals: Defining clear and measurable goals that align with the organization's mission, vision, and strategic priorities.
  2. Selecting Metrics: Choosing the key performance indicators (KPIs) or measures that will be used to evaluate progress towards the objectives (goals).
  3. Collecting Data: Gathering relevant data and information related to the selected metrics from various credible sources.
  4. Analyzing Performance: Examining the collected data to assess how well the organization is performing against its goals and identifying areas for improvement.
  5. Implementing Change: Using the information gained from performance analysis to make data-informed decisions and take actions to address any challenges in areas for improvement.
  6. Continuous Monitoring and Adjustment: Regularly reviewing performance metrics and making adjustments to strategies, processes, and resources as needed to ensure continued progress towards organizational goals.


Process Improvements

The Office of Strategy and Performance, in addition to strategic planning and performance measurement management, act as internal consultants for business process improvements in collaboration with county offices, departments, and divisions.
