Ordinances

An "Ordinance" is an action taken by the Board of County Commissioners that creates a law that governs the behavior of everyone. It is a municipal law which may be amended or repealed by adoption of another ordinance. Except in cases of emergency or a suspension of the rules, ordinances are adopted by during Regular Session meetings of the Board.

 

resolutions

 A "Resolution" is an administrative act taken by the Board of County Commissioners to agree to County business and transactions. A resolution may be issued to express the Board's policy; direct administrative or legal action; or to make a public statement from the Board. A "motion" is used by the Board to indicate approval or denial of a procedural action. Except in cases of emergency or a suspension of the rules, resolutions are adopted during Regular Session meetings of the Board.

Proclamations

 A "Proclamation" is a ceremonial document issued by the Board that may be used to formally recognize certain events, causes, groups or people. The goal of a proclamation is to recognize and celebrate the extraordinary achievements of Durham County residents and non-profit organizations, to honor occasions of importance and significance to Durham County residents, and to increase public awareness of issues with the hope of improving the well-being of citizens of Durham County. The documents are not legally binding and should not be interpreted as a policy endorsement. Proclamations are issued during Regular Session meetings of the Board.

Requests for a proclamation signing should be made four to six weeks prior to the requested date. Requests can be mailed, e-mailed, faxed or hand-delivered. Because of the large volume of requests, we cannot honor telephone requests. Please submit your proclamation with the request form, adhering to the required guidelines.

ceremonial letters

A "Ceremonial Letter" is issued for programs, brochures, and other publications for medium to large-size events taking place in Durham County. The decision to write a ceremonial letter is done completely at the discretion of the Chair of the Board, and they and County staff reserve the right to deny requests for ceremonial letters at any time. Ceremonial letters are issued on a "rolling" basis.

Ceremonial letters are prepared by the Public Information Office and include the signature of the Chair of the Board. Requests for ceremonial letters should be made two to four weeks prior to the requested date. Requests may be made to:
