The Durham County Office of Budget and Management Services department facilitates the annual budget process. The annual operating budget process officially begins in December, when a budget kickoff meeting is held with County Management and department leadership, and ends in May, when the Manager’s Recommended Budget is presented to the Board of County Commissioners. Budget worksessions are held during May and June, and the official budget is adopted by the Board of County Commissioners in May for enactment on July 1.
