In May 2022, the Durham County Board of Commissioners adopted a comprehensive framework for the allocation and use of ARPA (American Rescue Plan Act) funds, showcasing their commitment to enhancing the quality of life within the community.
Highlights of the board's allocation of ARPA funds include significant investments in local non-profits to enhance services and support for the Durham County community. Collaborations with these organizations are strategic initiatives to amplify impact, especially for the most vulnerable residents.
Another highlight is the focus on digital inclusion, where ARPA funds are being utilized to bolster broadband infrastructure. Durham County is leveraging the NC GREAT grant award which, in conjunction with Internet Service Providers, is designed to meet high-speed technical standards and reliably meet or exceed 100/20 Mbps. This effort ensures universal access to reliable and fast internet to approximately 1,700 residents and businesses in our underserved communities. Signifying the board’s dedication to bridging the digital divide and fostering a digitally inclusive community.
An additional significant investment is $13.5 million dollars in funding to support a projected 600 new rental and permanent affordable housing units in partnership with the City of Durham. This funding expands housing for residents at or below 80% of the area median income, one of the most challenging issues impacting Durham County residents. With the City of Durham's match of $13.5 million dollars, the overall investment of $27 million dollars in ARPA funding will have lasting impacts on the health of the community as whole.
As of May 2024, a range of projects have been funded, demonstrating the board's strategic approach to addressing the multifaceted needs of Durham County residents. All ARPA funds must be encumbered by December 31, 2024, with all funds expended by December 31, 2026. Click on the link to see a listing of ARPA projects.
