Durham County Criminal Justice Resource Center Responds to Bailey Shooting
Durham, NC – Gudrun Parmer, Director of Durham County’s Criminal Justice Resource Center, made the following statement regarding the Wednesday, February 15th shooting of Mr. Kenneth Bailey, Jr.:
“We are saddened to learn of the shooting death of Kenneth Bailey yesterday afternoon. Please know that our sympathies go out to his family at this time.”
Mr. Bailey was in our Pretrial Services Program which included Electronic Monitoring as a result of a judge’s order entered in Superior Court on October 24, 2016. After posting a $250,000 secured bond he was released on Pretrial Supervision with electronic monitoring on November 7, 2016.
The monitoring schedule set by the judge established a leave time of 7:00am and a return time of 7:00pm daily.
On February 14th at approximately 6:30pm Mr. Bailey contacted the monitoring service to advise he was taking a family member to the hospital. He had not returned to his home by 2:00am on February 15th and did not respond to the monitoring service’s attempts to contact him. It was later determined that he was at various locations throughout Durham and spent the night at a hotel.
When he did not contact the Pretrial Office, staff followed established protocol, prepared a violation report and requested an Order for Arrest. The order was entered into NCAWARE and Pretrial Services staff communicated Mr. Bailey’s whereabouts to officers with the Durham Police Department.”
